Diversity Program for Contracts
The Golden Gate Bridge, Highway and Transportation District (District), as a recipient of federal financial assistance from the Federal Transit Administration (FTA) and the Federal Highway Administration (FHWA) of the U.S. Department of Transportation (U.S. DOT), is required to implement a Disadvantaged Business Enterprise (DBE) and Small Business Enterprise (SBE) Program for contracts in accordance with 49 Code of Federal Regulations (CFR) Part 26, which is incorporated herein by this reference.
The District is committed to a Diversity Program for Contracts for the participation of Disadvantaged and Small Business Enterprises in contracting opportunities in accordance with 49 CFR Part 26, revised as of October 2, 2014, as may be amended. The District's Diversity Program for Contracts includes the Disadvantaged Business Enterprise and Small Business Enterprise Program. To the extent that the Program’s policy, objectives and efforts involve race-neutral and gender-neutral methods, the Program will apply to all District contracts regardless of funding source.

Doing Business Guide
The District offers a Guide for Doing Business to assist and encourage all businesses to participate in District procurement activities. It is the District's goal to maximize open competition and to promote the participation of Disadvantaged and Small Business Enterprises in District procurement activities.
Disadvantaged Business Enterprise (DBE)
It is the policy of the District to ensure nondiscrimination on the basis of race, color, national origin, or sex in the award and performance of any U.S. DOT assisted contracts or in the administration of its DBE program or the requirements 49 CFR Part 26. It is the intention of the District to create a level playing field on which DBEs can compete fairly for contracts and subcontracts relating to the District’s construction, procurement and professional services activities.
Small Business Enterprise (SBE) Element
The District has established a Small Business Enterprise (SBE) Element within its DBE Program as one of its race-neutral methods of achieving small business participation, including disadvantaged business participation, on particular contracts with subcontracting opportunities. This SBE element applies to all District Contracts and Professional Service Agreements, regardless of funding source, where race-neutral and gender-neutral methods are employed.

A DBE is by definition considered to be a SBE and are covered in all references to SBEs.

Application for DBE Certification
The California Unified Certification Program (CUCP) for DBEs is charged with the responsibility of compiling and maintaining the Database of certified DBEs for U.S. Department of Transportation (U.S. DOT) grantees in California. This database is intended to expand the use of DBE firms by maintaining complete and current information on those businesses and the products and services they can provide to all grantees of California.
The CUCP certifying agencies are responsible for certifying DBE firms. It is not necessary to apply for DBE certification at more than one agency. If your firm meets the General Criteria for DBE certification as provided on the Application Package, please submit your completed application, along with the requested documentation, to one of the certifying agencies. Please note: The Golden Gate Bridge, Highway and Transportation District is not a certifying agency.

The DBE Database contains up-to-date information on certified DBE firms and can be used to find certified DBE firms for solicitation to meet DBE goal and contracting requirements.
